Anne Kaylor's final appearance on The Ledger's biennial survey again finds her name last among her 10 fellow county judges.
Kaylor, 71, must retire because under Florida law her age prevents her from running again.
Kaylor, elected to the county bench in 1990, said she is looking forward to retirement.
'It has been my pleasure and my honor to serve the citizens of Polk County,' she said.
She did not wish to comment on the survey's results or the anonymous comments about her. 'There is no point,' she said.
Kaylor has been ranked at the bottom eight times in the past nine surveys of local lawyers.
She did receive an overall rating of 6.66 out of 10 in 2000. Back then, she was ranked next to last, surpassing County Judge Mary Catherine Green's rating of 5.02.
This year, Kaylor's overall rating was 6.29 ñ a slight improvement to her rating of 6.27 in 2008.
Her highest individual category was 6.69 for professional conduct. Her lowest was 6.03 for written decisions.
Some lawyers described her as 'an outstanding judge' and a 'real asset.'
'She can be very ëno nonsense,' which sometimes helps gets things resolved,' one lawyer wrote. 'Otherwise, she does not perform as well as her colleagues in almost all respects.'
'She is retiring soon,' another wrote. 'It took a few years, but she is a good judge.'
'A great county court judge who will be missed when she retires,' a person offered.
However, others did not share such nostalgia for the judge.
Some criticized her temperament, calling her 'bitter and rude' or 'hotheaded.'
'Judge Kaylor has been the most abrasive and insensitive judge on the bench for a long time,' one person wrote.
'Obnoxious and rude,' another commented. 'Nothing has changed.'
Kaylor is a 1978 graduate of Stetson University College of Law.
Her legal career includes working for the Public Defender's Office and in private criminal and family law practice.
She also has been a schoolteacher and real-estate broker.

This year, some lawyers criticized Kaylor with comments like "too temperamental," "totally unpredictable" and "bitter."
"Independent, self-confident, occasionally moody," one lawyer concluded.
A few lawyers described Kaylor as "the best county judge on the bench," a "good county judge" and "the most practical judge on the county court bench."
"She is an excellent judge who has the courage of her convictions," one wrote. "She makes the just and legal, if not always popular, ruling."
